The Democratic Legislative Campaign Committee released a memo calling on Democrats to focus resources on the redistricting fight
The DLCC released its 2025-2026 Target Map, outlining the national strategy to expand legislative majorities and for Democrats to go on offense on redistricting
WASHINGTON — Today, the Democratic Legislative Campaign Committee (DLCC) is calling on Democrats to use all available state legislative power to pursue mid-cycle redistricting opportunities while focusing on winning battleground chambers and new majorities to put the party on offense ahead of 2030.
Democratic Legislative Campaign Committee President Heather Williams issued the following statement:
“The DLCC isn’t going to sit back and allow Republicans to cheat the system to keep themselves in power. All options must be on the table – including Democratic state legislatures using their power to fight back and pursue redistricting mid-cycle in order to protect our democracy.
“As Republicans rig the maps in Texas, the DLCC is armed with our national strategy to win the larger redistricting battle. Looking at the state-by-state math, it is crystal clear Democrats must prioritize building and securing more state legislative majorities across the map if we want to go toe-to-toe with the GOP on redistricting now and in 2030. Building new Democratic majorities in our statehouses is imperative for putting Democrats in a stronger position now and at the end of the decade.”
The 2030 Redistricting Fight Has Already Begun
- State legislatures play a critical role in the redistricting process, shaping over 300 congressional districts and nearly 6,000 state legislative seats.
- The fight to win and protect majorities and stop Republicans’ national gerrymandering agenda is happening now: the DLCC has already defended 5 chamber majorities this year.
- Republicans currently hold 57 chamber majorities while Democrats hold 39. The DLCC has won back 10 Democratic majorities over the last decade.
- Still, as it stands, Democrats do not yet hold enough legislative majorities to win an all-out, state-by-state battle on redistricting.
- Under current partisan control, Republican state legislative majorities oversee 55 Democratic Congressional seats while Democratic state legislative majorities oversee only 35 GOP Districts.
- In an all-out, state-by-state fight, the current map gives the GOP a 20-seat advantage.
- The DLCC’s 2025-26 Target Map includes 10 states with 98 congressional districts, including 57 current Republican members of Congress. If Democrats can win the majorities on this map, they will have the power to match Republicans and defend our democracy.
