WASHINGTON — Today, the Democratic Legislative Campaign Committee proudly announced Heather Williams as the committee’s new president, following an extensive and rigorous selection process led by the DLCC’s Board of Directors and supported by Grossman Solutions.
Williams has served as interim president since January 2023, and has fought diligently to build Democratic infrastructure in state legislatures – be it to protect abortion rights, voting rights, workers’ rights, and so much more. During her interim role, Williams helped the DLCC overperform in special elections in 2023 by an average of 6 points and clinch historic victories in Virginia and across the country.
Over Williams’ 13-year tenure at the DLCC – including previously serving as the committee’s executive director – she has consistently channeled her expertise and commitment to building and expanding state power, which she will now carry into critical 2024 races.
“I’m thrilled to welcome Heather in her new role as the president of the DLCC. As DLCC Chair, I have worked closely with Heather and have always been impressed by her work ethic and commitment to building state power. Heather’s deep understanding of the DLCC’s opportunities and challenges, significant understanding of the work in the states, and tremendous fundraising experience will serve her well in this position. Simply put: after our search, we believe she is the best candidate for this role,” said DLCC Chair and New York Senate Majority Leader Andrea Stewart-Cousins. “We deeply value Heather’s years of service, passion, and commitment to the DLCC, and I look forward to her close partnership as we lay out our plan to take back the states in 2024.”
“I’m honored to take on my new role as the DLCC’s new president. I’m so grateful for the confidence that the DLCC Board of Directors has entrusted in me. Investing in Democratic power in the states has been my lifelong passion, and leading the DLCC in this mission will be one of my life’s greatest honors,” said new DLCC President Heather Williams. “We have a lot of work ahead of us – not just to win critical elections in 2024, but also to drive investments to build Democratic power and infrastructure across state legislatures. The stakes are clear as fundamental freedoms hang in the balance for millions of Americans. I’m honored to have the leadership and trust of the DLCC Board behind me as we continue to build back power in the states and reimagine this organization as a whole. After 13 years at the DLCC, I’m ready to roll up my sleeves and get to work as president. I’m thrilled to continue my yearslong mission to build Democratic power in the states at a committee that means so much to me. Helping this organization succeed under the leadership of my dear friend Jessica Post and the Board has been rewarding and exciting– but the DLCC has not peaked. It’s an honor to lead the DLCC into the year of the states, where we have momentum and opportunities for success are abundant.”
“Building Democratic power in statehouses has been my life’s work, and I have the utmost confidence that Heather Williams will carry the torch with her signature expertise and enthusiasm. For 13 years, Heather has been instrumental in building the DLCC into the impressive organization that it is today,” said DLCC Senior Advisor and President Emerita Jessica Post. “The DLCC is at a critical inflection point on the heels of historic wins in 2022 and 2023, charged by unprecedented energy at the state level. 2024 will be an all-hands-on-deck mission to win important state elections that will shape lives across the country. The challenges that lie ahead require thoughtful leadership, and Heather is just the person for the job. I’m so proud of my friend and partner, and I’m excited to watch the DLCC continue to evolve with Heather at the helm.”
Outgoing President Jessica Post stepped down from her role in June 2023. She will finish her 13 years of service to DLCC this December.

Heather Williams most recently served as the DLCC’s interim president during the 2023 elections. Prior to that, Williams served as executive director of the DLCC, where she directed the day-to-day operations of the DLCC. Under her decisive leadership, the DLCC transformed into an organization with the structure, skills, capacity, and budget to gain twelve new majorities, eleven new trifectas and hundreds of legislative seats. She led the organization to achieve more than 200% budget growth from 2016 to 2020 and aligned resources with the DLCC’s strategy, supporting legislative Democrats with more than 300% growth in contributions and services. From 2005 to 2011, Williams served as the Director of Financial Services, where she devised financial strategy, oversaw all money raised, and overhauled membership programs while creating new forums for engagement.
The Democratic Legislative Campaign Committee (DLCC) is the official Democratic Party committee dedicated to winning America’s state legislatures and building state infrastructure. Over the last decade, we have fought cycle-over-cycle to gain a dozen new legislative chamber majorities and we are leading the effort to bring national attention and investment to our ballot level. State legislatures are the building blocks of our democracy and have the closest connections to Americans’ day-to-day lives. From protecting fundamental freedoms and voting rights to growing the middle class, the DLCC and state legislators are moving the Democratic agenda forward and shaping the future of this country.
