Before redistricting in 2030, the DLCC looks to control a majority of legislatures by the end of the decade

WASHINGTON — Today, the Democratic Legislative Campaign Committee unveiled a strategy memo outlining its multifaceted plan to push into red territory and establish durable Democratic power this decade. Unveiling our “multi-cycle” strategy memo – for the first time – Democrats are looking towards the end of the decade instead of just the election right ahead. For too long, gains made by Democrats in one cycle have been lost the next, while Republicans have consistently played the long game and dominated state legislatures.

As the only party committee that invests in multi-cycle gains, the DLCC is poised to address this critical shortfall. That’s why today, the DLCC is unveiling its plan to achieve not just immediate electoral victories, but long-term infrastructure that builds Democratic power for years to come. Investments made in 2024 lay the foundation to win the majority of state legislatures this decade.

Important details in this memo include:

As the official party committee dedicated to electing Democrats to statehouses across the country, the DLCC is the only permanent, year-round presence overseeing work in all 50 states. Investing in the DLCC and races at this level of the ballot maximizes every dollar spent with an outsized impact on policy that affects the lives of everyday Americans.

Democratic Legislative Campaign Committee President Heather Williams issued the following statement:

“I’m thrilled to announce the DLCC has unveiled a strategy memo that outlines our plan to win the majority of state legislatures by 2030 – something that’s long been needed in our party. For too long, Democrats have underinvested at the state legislative level while Republicans have poured hundreds of millions of dollars to dominate state legislatures and maintain control of state policymaking. With fundamental freedoms and democracy on the line, we can’t afford for Republicans to continue their unchecked power in historically red states.

“With new redistricting maps decided by 2030 elections and in order to fundamentally transform the balance of power in states, we need a long-term strategy to break into territory that Republicans have long dominated. That’s exactly what this plan does. The DLCC is the only party committee tasked with working cycle over cycle to build Democratic power in state legislatures. Our 2024 target map includes states like Kansas, North Carolina, Georgia, and Wisconsin – states where we must build infrastructure and position Democrats to gradually chip away at Republican power. 2024 is the year of the states, and what happens this year will shape the arc of Democratic power in the states for the decade. Today, Republicans have been put on notice that the DLCC has the plan to win not only the year, but also the decade and decades to come.”

The Democratic Legislative Campaign Committee (DLCC) is the official Democratic Party committee dedicated to winning America’s state legislatures and building state infrastructure. Over the last decade, we have fought cycle-over-cycle to gain a dozen new legislative chamber majorities and we are leading the effort to bring national attention and investment to our ballot level. State legislatures are the building blocks of our democracy and have the closest connections to Americans’ day-to-day lives. From protecting fundamental freedoms and voting rights to growing the middle class, the DLCC and state legislators are moving the Democratic agenda forward and shaping the future of this country.
