WASHINGTON – This week, the DLCC launched our 2024 roadmap memo which outlines our priorities, fundraising, and targets for the coming year. The memo details our plans to harness our record fundraising – over $21 million so far this cycle – and carry our momentum from historic wins in 2022 and 2023 into 2024 – the year of the states.
2024 is the most important year in state legislative campaign history, and the DLCC has the plan needed to significantly shift the balance of power in states this year.

The New York Times: Democrats Set Ambitious Spending Plan for State Legislative Races
“The group, the Democratic Legislative Campaign Committee, plans to target Republican majorities in both chambers of the legislatures in Arizona and New Hampshire, as well as the Pennsylvania Senate. And it will seek to defend razor-thin house majorities in Michigan, Minnesota and Pennsylvania… But since the 2020 election, Democrats have won a series of statewide victories, at least in part because issues like abortion access and voting rights are governed not by a deadlocked U.S. Congress but by state legislatures… Guarding such slim majorities is a tall task, but Ms. Williams said drawing contrasts with other states was one way to drive home the stakes for the Democrats’ targeted voters. ‘Do you want to be a Florida, or do you want to be a Michigan?’ she said. ‘Those are a pretty clear contrast.’”
CNN: State Democrats break off-year fundraising record as they look to make inroads in red states in 2024
“‘We’re seeing in a post-Dobbs world, without question, we are seeing voters show up for these elections,’ Williams said, noting that Democrats picked up legislative chambers in 2022 and 2023 and overperformed in special elections last year, even in some red territory. The DLCC’s grassroots fundraising is also a bright spot, despite what the memo calls ‘downward industry trends’ – which Williams chalked up to their message about state-level politics having a direct impact on people’s lives. ‘If you care about access to abortion, it is state legislators who are the ones who can protect it,’ she said.”

“The DLCC has raised over $21 million so far this cycle, a record amount for our organization,” the group’s president, Heather Williams, said in a statement. ‘We’re all hands on deck to continue our unprecedented growth as we start the 2024 election cycle.’ The DLCC has in recent cycles dramatically increased its investments in swing states across the country, an effort that tracks with the rising profile of once-sleepy state legislative races. That spike has come largely because of increased attention around hotbed issues controlled by state governments, like abortion rights and election administration.”

“‘While much of our budget in 2024 will be spent on our battleground states, we will also invest and work to create and build out infrastructure in red states, such as our work to break GOP supermajorities in states with Democratic governors as well as take advantage of every opportunity in special elections to extend our record of winning and overperforming in races to hold critical seats and expand power in key chambers,’ the memo states. The ‘roadmap’ memo also says the group invested its first round of battleground investments last December, which included investments more than ‘six figures’ across six states.”

“The DLCC memo comes as Democrats have outperformed expectations during special elections and during key state legislative races, including in Virginia and New Jersey in 2023. Democrats kept the state Senate while flipping the state House in Virginia, while New Jersey Democrats also maintained control in the state Capitol.”
