Expanding the Democratic majority in the Virginia House of Delegates is a top priority for the DLCC in 2025
WASHINGTON— Yesterday, the DLCC announced four additional target races for the Virginia House of Delegates, building on the launch of our Roadmap to Victory in Virginia memo and ongoing seven-figure investment to expand the Democratic majority in the House of Delegates.
Kimberly Pope Adams (HD-82), Elizabeth Guzman (HD-22), Jessica Anderson (HD-71), and Lily Franklin (HD-41) are returning challengers running in some of the most competitive districts to flip Republican-held seats.

- “These four returning Spotlight candidates are mounting strong challenges against unpopular Republicans who have rubber-stamped Trump’s reckless agenda that’s tanking the economy and threatening jobs,” DLCC President Heather Williams said.
- Earlier this month, the DLCC announced it was investing seven figures in the battle to hold the Democratic majority in Virginia’s House of Delegates.
Politico Morning Score: Dems are going all-in on Virginia
- On Thursday, the Democratic Legislative Campaign Committee added four more seats to its targets in the Virginia House, doubling the number of targets it previously announced, which came alongside a seven-figure investment.
- “Virginia is where the opportunity is,” DLCC President Heather Williams told Score in an interview. “There’s nothing more important than keeping this legislative chamber this year, both for our own map, right at this ballot level, but also nationally.”
- Democrats hold one-seat majorities in both chambers of the state’s legislature, an extremely narrow advantage they held onto in special elections earlier this year.
- “I like my hand better than their hand, I can tell you that,” said Virginia House Speaker Don Scott. “They probably need to pull an inside straight; I probably need two pair.”
- “Whether Musk plays or not, whether Trump is on the ballot or not, you’ve got an entire Democratic caucus showing up for people,” Williams said. “That’s how we win elections.”

- Meanwhile the Democratic Legislative Campaign Committee announced its spotlight investment on a slate of Democrats […] who are facing a rematch this year against Republican incumbents they nearly ousted last time around.
- “State Democrats in Virginia and across the country are holding the line against extremism in Washington,” DLCC president Heather Williams said in a statement. “All eyes should be on the commonwealth as competitive campaigns ramp up and voters prepare to hold Republicans accountable for their extremism this November.”
- The focus on state-level gains is paramount for the party’s national apparatus as well.
Virginia Dogwood: Dems throw more weight behind competitive Virginia House races
- All 100 seats in Virginia’s House of Delegates are up for election this fall. Democrats hold a 51-49 majority in the General Assembly’s lower chamber. State and national Democrats want to expand that majority to help bolster reproductive rights, voting rights, and more.
- The DLCC announced in December that it was spending $100,000 in Virginia to help the state’s Democratic House and Senate caucuses in January’s special elections and the upcoming November elections. More recently, the DLCC has said it’s committed an ongoing seven-figure investment to Virginia for this year’s elections.
