Heather Williams is the president of the Democratic Legislative Campaign Committee, where she leads the national strategy to elect more state Democrats and win legislative majorities.
Under her decisive leadership, the DLCC has transformed into an organization with the structure, skills, capacity, and budget to help Democrats gain twelve new majorities, eleven new trifectas, and hundreds of legislative seats. She has led the organization in achieving more than 200% budget growth from 2016 to 2023, and aligned resources with DLCC’s strategy, supporting legislative Democrats with more than 300% growth in contributions and services.
Over a cumulative 13 years at the DLCC, Williams has helped build a culture and create a work environment that supports team members to stretch themselves professionally while supporting them personally — hiring, developing, and retaining the best talent — and fostering organizational innovation.
Williams has a deep connection to the DLCC. From 2005 to 2011, she served as the DLCC Director of Financial Services, managing the successful execution of the finance strategy and overseeing all fundraising, events, staff, and consultants. In addition, she overhauled membership programs and created new forums for engagement.
After a time as the Vice President at Stateside Associates, she returned to the DLCC to serve as the Chief Operating Officer in 2015 where she was integral in updating the DLCC’s legal, financial, compliance, and HR strategy and structures. Williams also served as Deputy Executive Director from 2017-2019, Executive Director from 2019-2023, and Interim President in 2023.
