Heather Williams is the Executive Director of the Democratic Legislative Campaign Committee where she directs the day-to-day operations of DLCC. Under her decisive leadership, the DLCC has transformed into an organization that has the structure, skills, capacity, and budget to gain eight new majorities, ten new trifectas and hundreds of legislative races. She has led the organization in achieving more than 200% budget growth from 2016 to 2020, and aligned resources with DLCC’s strategy, supporting legislative Democrats with more than 300% growth in contributions and services. Williams cares deeply about the DLCC and its staff. She has built a culture and managed HR process to create a work environment that supports team members to stretch themselves professionally while supporting them personally — hiring, developing, and retaining the best talent — and fostering organizational innovation.

Williams has a deep connection to the DLCC. From 2005 to 2011 she served as the DLCC Director of Financial Services, managing the successful execution of the finance strategy and overseeing all money raised, events, staff, and consultants. In addition, she overhauled membership programs and created new forums for engagement.

After a time as the Vice President at Stateside Associates she returned to the DLCC to serve as the Chief Operating Officer in 2015 where she was integral in updating the DLCC’s legal, financial, compliance and HR strategy and structures. She was promoted to Deputy Executive Director in 2017 and then Executive Director of the DLCC in 2019.

As a dedicated member of her local community, Williams served on the Washington Area State Government Affairs Group (WASRG) and as the Board Co-Vice President of her children’s elementary school.

Williams is originally from Minnesota. She attended Drake University in Des Moines, Iowa and graduated with a Bachelor of Arts in International Relations. She currently lives in Washington, D.C. with her husband, three children, and two cats, a dog, and lots of saltwater fish and creatures.
