Amid an era of unchecked Republican power in Washington, the DLCC has a clear strategy to continue building Democratic power in the states to fight Project 2025 and the MAGA agenda
WASHINGTON — Today, the Democratic Legislative Campaign Committee (DLCC) hosted a press conference after launching our target map and strategy to boost state power for the 2025-2026 cycle. The presser highlighted the most consequential opportunities to build durable Democratic power in state legislatures – particularly given states are the strongest bulwark against Trump’s Project 2025 agenda and the only ballot level with majorities moving the Democratic agenda forward.

Democratic Legislative Campaign Committee President Heather Williams:
- “This cycle, we have an extremely competitive map where five legislative majorities hinge on a single seat. These one-seat Democratic majorities are shielding their states from becoming testing grounds for Project 2025 and collectively decide the fates of nearly 40 million Americans.”
- “In 2030, state legislatures will draw maps for statehouses and congressional districts for the U.S. House of Representatives for the next decade. Republicans have historically dominated this process and with more than 280 seats drawn by state legislatures, our work to build back and shape the next decade of power starts now.”
- “You see a total divide between how Republicans are approaching these issues and how Democrats are. The crass, reckless-at-all costs, I don’t care who it hurts or the kind of long-term damage that it does to our communities’ approach that Republicans are taking federally. You look at that in comparison to what is happening in states where we still can make real, important progress on these issues, where we still can have a rightful debate about the best path forward. That kind of leadership is lacking in Washington, and it shows up in the states.”
VP of Political Jeremy Jansen:
- “Our target map is informed by historical election data and our internal analysis of the 2024 elections. This map pinpoints exactly where resources will go furthest to tip the balance of power this cycle leading up to redistricting in 2030. […] Majorities will likely come down to just a few seats and a hundred votes, so our efforts to bring attention and resources to this fight will make all the difference.”
